N1 - Funding Information: Guoliang Xue received the PhD degree in Computer Science from the University of Minnesota, Minneapolis, in 1991. He worked for 2 years at the Army High Performance Computing Research Center as a postdoctoral fellow before joining the University of Vermont as an Assistant Professor of Computer Science where he was promoted to Associate Professor with tenure in 1999. Since 2001, he has been a tenured Associate Professor of Computer Science and Engineering at Arizona State University. His research interests include efficient algorithms for optimization problems in networking, with applications to fault tolerance issues in WDM optical networks and robustness issues in mobile wireless ad-hoc and sensor networks. He has published over 100 papers in journals such as IEEE Transactions and SIAM Journals and in conferences such as IEEE Infocom, ICC and Globecom. He received a Third Prize from the Ministry of Education of P.R. China for his publications in Operations Research. Since joining the University of Vermont in 1993, Xue has received continued support from federal research agencies such as the NSF, the ARO, and the DOE, including a highly competitive NSF Research Initiation Award from 1994 to 1997, and a prestigious NSF ITR award from 2003 to 2006. He is a senior member of the IEEE, and a member of ACM. He is an Editor of the Computer Networks Journal and an Editor of the IEEE Networks Magazine. He is a TPC co-chair of the 22nd IEEE International Performance, Computing, and Communications Conference (IPCCC'2003), and a TPC co-chair of the 2004 IEEE Workshop on High Performance Switching and Routing (HPSR'2004), and the general chair of the 24th IEEE International Performance, Computing, and Communications Conference (IPCCC'2005). He has been serving as TPC members of many conferences, including Infocom'2005, Infocom'2004, Globecom'2005, Globecom'2004, ICC'2005, ICC'2004 and many others. He has also served on many NSF panels.
