Center of Excellence for Accelerating Operational Efficiency (CAOE) Center of Excellence for Accelerating Operational Efficiency (CAOE) Center of Excellence for Accelerating Operational Efficiency (CAOE) - SMA Gray Zone II Academic Consortium Center of Excellence for Accelerating Operational Efficiency (CAOE) Year 6 The Center for Accelerating Operational Efficiency (CAOE) is a consortium of universities comprised of a team of renowned researchers conducting cutting edge research in data analytics and quantitative methods. Led by Arizona State University (ASU) and affiliated with ASUs Global Security Initiative and the School of Computing, Informatics, and Decision Systems Engineering, the CAOEs mission is to conduct Homeland Security related research, education, and workforce/professional development activities that respond to problems and issues faced by decision makers in the Homeland Security Enterprise (HSE). Specifically, in the era of Big Data, novel tools and methods need to be developed to enable DHS managers and operators to parse, manage, and explore the ongoing data deluge. The goal is to detect patterns, model processes, predict futures, mitigate risks, and quantify the impact of threats and vulnerabilities to the HSE. The research, systems and technology created at the CAOE provide the U.S. Department of Homeland Security with dynamic information and predictive tools to help resource and response planning, risk analysis and real-time decision-making. The CAOE collaborates with DHS and DHS component agencies to develop mission-oriented solutions that are used to increase efficiency in homeland security operations. The centers research and educational capabilities will be used by DHS components, state and local governments, and first responders to strengthen homeland security operations. CAOE Strategic Vision The vision of the CAOE has been to conduct end user-focused research that will support decision making to address critical decisions faced by the HSE. The four research theme areas of the CAOE are Data Analytics, Operations Research/Systems Analysis, Economic Analysis, and Risk Sciences/Analysis. Projects in the center have been chosen based on their alignment to the center's mission focus and relevance to HSE mission areas. Many of the projects are designed to combine various strengths of the center, creating transdisciplinary research that links models, data analytics, and quantitative methods. Unlike other DHS COEs, where research and other activities are mostly domain or issue specific, the CAOE focuses on the development of thematic analytical algorithms, models and tools and seeks to address cross-cutting multi-disciplinary issues and create innovative approaches to tackle unsolved problems and future challenges of DHS.
