Abstract

The knowledge of science and technology (S&T) has become critical to public policymaking. The California Council on Science and Technology (CCST) provides a framework for a solution and CCST could be the solution with sustained commitment from the government. Policy-makers want clear-cut decisions that will solve problems during their brief stay in office. Advocates of the initiative have deployed public support as a shield against critics of its governance aspects.
