Abstract

Scalable video compression is very useful for multimedia communications and other applications such as video browsing and interactive TV. In this paper, we have proposed a scalable algorithm for the H.263 coder which make possible generation of multiple rate video stream from a single compressed H.263 video stream. The proposed algorithm has a comparable performance at lower bit rates and a superior performance at higher bit rates.
