As the urbanization and industrialization of China, the ecological damage of city has become more and more serious, environmental pollution problems have become increasingly prominent and the public participation in the supervision has become a hot issue. It is necessary to introduce the mechanism of restraint and supervision and the regulators should provide necessary protection measures and systems to achieve the cooperation in environmental protection among the relevant actors.
