More on the non-equivalence of voluntary export restraints

Abstract

This note demonstrates that VERs limiting exporters to a percentage of the domestic market are not equivalent to other trade restrictions, and that they can be inferior to equivalent import quotas even when the quota rents accrue to foreign exporters.
