Abstract
Leadership plays an important role in HRM, and this chapter provides an overview of the vibrant public leadership research. First, the chapter provides an overview of the main leadership concepts and theories applied to the study of public sector leadership. Second, we present some of the specific institutional contexts with relevance for public sector leaders and discuss the prevalence of public value conflicts both within and outside public organisations. Third, we look at trends and empirical illustrations in public sector leadership research and provide an overview of the empirical public leadership research. Fourth, we discuss outlook and potentials for development of leadership research with specific attention to HRM research and the need for situating leadership research more clearly in public organisational settings.
