Abstract
In the world competitiveness challenge of the 1990's, `Good' and `Fast' will rival `Cheap' as a competitiveness posturing strategy. To achieve good and fast in a metropolitan area will allow the small and medium enterprises to meet the challenge of low cost labor. The notion is a Southwest Regional Technology Alliance, an example of high speed, high bandwidth electronic commerce that links the large, medium and small companies in the region into an interactive communication and computer network.
