Abstract
Citizenship education and immigrant education are two areas of adult education that comprise a great variety of programs and services. This article examines historical and contemporary issues related to citizenship and to immigration, and then relates these issues to the provision of adult-education programs. Particular attention is paid to the different orientations and assumptions behind these programs, especially in countries with high immigration rates.
