SPSCCREPC Consulting Project: Exploring New Regulatory Models and Performance Regulation SPSC/CREPC Consulting Project: Exploring New Regulatory Models and Performance Regulation Overview During the Joint SPSC/CREPC meeting on Nov 1, 2013 in San Diego, the SPSC approved $100,000 towards a consulting project titled Exploring New Regulatory Models. The SPSC also expressed a specific desire to see the project explore performance based regulatory models such as the RIIO model. This document proposes a Scope of Work for activities to be performed in accordance with this project. We suggest that the project be completed in two phases. Phase 1 would commence immediately upon endorsement by SPSC and would be completed by February 2014. Results of the Phase 1 analysis would be reported at the Spring SPSC/CREPC meeting, along with the initial progress under Phase 2. It is proposed that Phase 1 be performed under a $25,000 sole source contract with the Utility of the Future Center and Energy Innovation, in view of the need to move the project forward expeditiously and the expertise in this field shared by the two firms. Kris Mayes and Sonia Aggarwal would co-manage the Phase 1 project. Phase 2 would be a more in-depth analysis with project funding of $75,000, executing the findings and project recommendations in the Phase 1 Report. The contractor would be selected through an RFP by the Steering Committee which has helped guide future utility discussions. Additional interested SPSC/CREPC members would be invited to participate on the Steering Committee. The project is briefly described below. Attached, also find an outline for the proposed SOW for Phase 1. Phase 1 will proceed once: i) SPSC members review and provide comments to the SOW, and ii) SPSC members vote for the consultants to commence their work on the project.
