RPS5: HHSRG Percarbanote Application Testing Biodegrad and Enhanced TPH Availability wPercarbonate use and Targeted Delivery of Functional Nano In-Situ Remediation of Heavy Hydrocarbons in Impacted Vadose Zone Soils: Strategy and Management Approach for Innovation This proposal responds to the 2012 Request for Proposal (RFP): In-Situ Remediation of Heavy Hydrocarbons in Vadose Zone Soils issued by Chevron Energy Technology Company (Chevron) on November 11, 2011. Chevron wishes to fund a collaborative consortium of researchers (the Heavy Hydrocarbon-Impacted Soil Research Group, or HHSRG) that will explore the development and evaluation of new in situ remedial methodologies and technologies that are cheaper, less intrusive, less dangerous, reduce potential long-term liabilities associated with landfill disposal, and may result in reduced CO2 emissions particularly for soils that are impacted with persistent heavy hydrocarbons, and remediation of such soils that cannot realistically be excavated. The invitation to submit this proposal was based on the strength of our multi-institutional and multinational team of researchers and technical advisors (19 researchers, eight universities, and two technical advisors). Two new members (D. Mackay and K. Pennell) have been added since the review of our statement of qualifications (SoQ). We also have added a collaborator from the Kuwait Institute for Scientific Research (KISR), which is involved in a billion-dollar UN-funded Kuwait oil spill cleanup program. Our team is unique because it has a deep understanding of the fundamentals of physical, chemical, thermal, and biological in situ treatment processes, a history of design and execution of studies that span the spectrum from bench-scale to demonstration site field-scale, and extensive experience with the regulatory, economic, and technical challenges of small and large heavy petroleum hydrocarbonimpacted sites. The members of our HHSRG have collectively demonstrated the ability to perform highlevel research from the generation of novel concepts to the demonstration of remediation technologies at the field-scale. Furthermore, HHSRG members have reputations for developing pragmatic and practicable solutions, and they are well respected by regulators. Many of our team members have collaborated in the past on other successful projects, and have worked collaboratively with Chevrons environmental experts. An interdisciplinary group of this size and composition is required to develop and field-test practical solutions to meet Chevrons needs related to the in situ remediation of vadose zone soils impacted by heavy hydrocarbons. Should this team be selected to work on this project, contracting should be relatively straightforward, as the designated financial lead institution (Arizona State University) has an existing research contract in place with Chevron.
