The goal of the proposed work is to develop an empirical modeling approach to explain the behavior of fishermen in a multispecies fishery managed by catch shares and ecosystem-based time/area constraints. We will estimate the model using confidential and publically available fishery data for the Amendment 80 (A80) fleet of the Bering Sea/Aleutian Islands groundfish fishery. We will then construct a simulation tool to generate economic and ecological predictions from the behavioral model. We will develop a series of economic and ecological performance metrics for the comparison of alternative management strategies and then use these modeling tools and performance metrics to evaluate the likely consequences of altering time/area closures and/or quota allocations. Finally, we will utilize simulations from the model to identify alternative policies that achieve important ecosystem-based objectives while minimizing costs to the industry.
