This proposal is submitted in response to the funding opportunity issued by the BLM, BLM-(Arizona), CESU BLM AZ- Northstar 2025: Arizona BLM Futuring (L15AS00025). We propose a cooperative agreement between the Bureau of Land Management (BLM) and Arizona State University (ASU). The goal of the cooperative agreement is to develop a partnership between the BLM and ASU to identify emerging trends in public land management and resource management as well as social, political, technological, economic, environmental, and other trends that will impact the BLMs role is managing resources and delivering services to the public. This project will develop a framework for developing resilient policies by identifying various drivers of change and help develop strategies to ensure the long-term success.

The findings and the knowledge gained inform a cooperative plan supports the BLMs mission to sustain the health, diversity, and productivity of Americas public lands for the use and enjoyment of present and future generations in the changing and complex world. To accomplish this cooperative agreements goals, we have assembled a team of faculty at Arizona State University. Our team has extensive research, planning, and management experience and are pioneers in these types of studies. This project follows ASUs design imperative to conduct use-inspired research to create knowledge that informs decision-making and has positive societal impacts.
