HIGHER ENGINEERING EDUCATION EXELLENCE ALLIANCE PROGRAM (HEEAP 20) "Determination of the Value and Benefit of Technology Along the U.S. Mexican Border" Tacticalandstrongplanningisessentialforuniversitytransformation.Withoneyearofexperiencein HEEAP,academicpartnersarereadytodevelopplansthatwillenablethemtoacceleratereform activities.(Additionally,whileHEEAPisfocusedonalignmenttoABEToutcomes,someuniversitieshave gonefurtherandsetagoaltoachievingactualABETaccreditation,forwhichthisplanningwillbecritical toachieving.)Planningtopicswillcoverstudentenrollmentgoals,physicallearningenvironment,faculty development/retention/incentives,budgetsinshort,everythingassociatedwithrunningsuccessful universities.Quarterlycampusvisitsandmultiinstitutionalmeetingswillfocusfirstonthestrategic planningprocessin201112,andontheimplementationoftheplansinsubsequentyears. Oneessentialaspectofthestrategicplanningprocessisthedevelopmentofspecificquantifiable metricsbywhichtomeasureprogresstowardgoals.Universityleaderswillworkcloselywiththeirown assessmentstaffmembersaswellastheHEEAPmeasurementandevaluationteam,todetermine appropriatemetricsandtodevelopasystemofcollectingsignificantdata.AllHEEAPuniversitiesalready havesignificantdata,butwithnewobjectivesandheightenedexpectationsforchange,therewillbea needtorampuptheevaluationcomponentofstrategicplans.
