Evaluation of Alchini Bi Beehaz annii Family Conferencing Family Group Conferencing Program Evaluation - Title IV-B Subparts 1 & 2 & Family Conference/Family Group Conference SCOPE OF WORK - Office of American Indian Projects [OAIP] FY 2012 The following outline is the scope of work for the Office of American Indian Projects, School of Social Work, College of Public Programs, ASU to provide training, technical assistance, consultation, and program evaluation of the Title IV-B program services to the Block Grants and Special Programs Department within the Navajo Division of Social Services: 1. Evaluation will include the comprehensive assessment of the Promoting Safe and Stable Families Program [PSSF] including the 4 service areas of: 1) Family Preservation; 2) Family Support; 3) Time-limited Reunification; and 4) Adoption Promotion and Support, including the review of selected case records from the four (4) service areas Title IV-B Program Evaluation Evaluation will include the review of the established performance indicators and outcome measures including the review of the current five (5) year plan and the establishment of baseline measures; the PSSF program protocol and associated benchmarks; and the PSSF programs current corrective action plan Evaluation report will review any available/approved NDSS Quality Assurance [QA] reports and/or information regarding the assessment of the PSSF program, including any quality of services information As part of the evaluation of the Title IV-B sub part 1, Stephanie Tubbs Jones Child Welfare Services, all internal and external Title IV-B and PSSF reports within the timeframes of the current 5-year plan which are available at the time of the evaluation data gathering activities, including the mandatory annual performance and services report (APSR) will be reviewed. The evaluation will review any available quality of services assessments, client satisfaction surveys, and other reports which are available at the time of the evaluation and are completed by the Division in order to assess possible issues related to the quality of the services provided under the PSSF program and/or the child welfare services program. Staff of the PSSF programs including related staff within the Block Grants and Special Projects Department will be interviewed to provide narrative descriptions of perceived gaps and needs for services under the PSSF program. Child welfare practices, supervision and administration within the PSFF program will be reviewed as outlined in the PSSF program protocol, through the use of staff interviews for data gathering Any changes in PSSF program policy or development will be documented and compared with the PSSF program protocol and the current 5 year plan documented program descriptions A brief review of the literature will be included in the evaluation report as it relates to PSSF programming and the child welfare services The evaluation will also document the current PSSF data collection procedures and review any QA and reporting requirements If valid and reliable data are available the evaluation will conduct analysis and draft baseline measures for review by the PSSF program The evaluation report will include any recommendations regarding the strengths and challenges experienced by the PSSF program 2. As requested by the Division and the Block Grants and Special Projects Department, training, consultation, and technical assistance will be provided as related to the PSSF Program services areas, and will include attendance and participation at the PSSF Quarterly Meetings. Training and technical assistance may include the provision of workshop presentations during the annual Division of Social Services conference by staff of OAIP. If the necessary resources are made available, training and technical assistance may include the provision of CEUs for conference/workshop participants. Training, Technical Assistance and Consultation
