2016 CIR Voter Education Project on SW Ballot Initiatives Engaging and informing Arizona voters in 2016 Morrison Institute for Public Policy, Arizonas premier nonpartisan think tank, is requesting funding from the Arizona Citizens Clean Elections Commission to conduct a 2016 voter education project on statewide ballot initiatives. The project would include several voter outreach programs, with its centerpiece being the Citizens Initiative Review (CIR), an innovative, award-winning and proven model for engaging, empowering and informing the electorate about complex ballot propositions.
